Integrated
Small Value Payment System (ISVPS)
The Highway ideas and method were now well established for both
high and low value payment system developments. The next assignment
for clearing was, once again, in former Yugoslavia, in this
case the Republic of Slovenia. |

| In 1998/9 EpayCom developed our
strategy for a modern clearinghouse to be known as ‘Integrated
Small Value Payment System’. |

- The strategy covered all infrastructure aspects of payment
systems.
- The development was to be based upon the introduction
of an ‘APACS like’ payment
company (The Scheme) that would be owned and financed by
the banks.
- The proposal covered the issue of competition, addressing
the issue between financial institutions, whilst the proposed
‘core’ and ‘extended’ service models
were clearly defined. This allowed flexibility for co-operation
within ISVPS whilst also preserving competition in the marketplace.

Payment Systems
Electronic Payments & Commerce are probably the most experienced
national payment systems consultancy group in the world. The
development, or more correctly evolution, of ‘The Payment
Highway’ concept has resulted in a unique methodology
addressing clearing and settlement on a national and international
level. Our methodology is, of course, in continuous development,
as new experience accrues and improves our consultancy models,
whilst new technology allows new opportunities and challenges
in the area of payment systems. |
